While two such parks will come up in the city&#8217;s IT hub-Salt Lake Sector V-Ambuja has plans to set up the third one in Rajarhat in the eastern fringes of Kolkata. Plans are also afoot to set up office space in Siliguri, Patna and Raipur. Ambuja Realty chairman Harshavardhan Neotia on Thursday said the company plans to start construction of new projects in couple of months. &#8220;We are in the process of receiving the necessary approvals. All the projects will be ready for possession within three years,&#8221; he added.<br />

While Ambuja plans to invest Rs 200 crore for a 5-lakh sq ft business park in Salt Lake, the second project will be set up over 1.5 lakh sq ft and will entail an investment of around Rs 60 crore. On the other hand, the Rajarhat project (1.2 lakh sq ft) is coming close to the group&#8217;s existing shopping mall, City Centre II, and will bear an investment of around Rs 35 crore.</p>

<p>Ambuja Realty on Thursday announced the launch of the second phase of the group&#8217;s first business park, Ecospace, in Rajarhat. The second phase comprising of two blocks will have a saleable area of 4.5 lakh sq ft. The entire project is spread over 10 lakh sq ft. Already 85% of the area in the first phase is leased or sold out to the likes of Bajaj Allianz, HDFC Bank, Voith, Thyssenkrupp, Indus Towers and Bayer Corp. &#8220;Of the total project cost of Rs 300 crore, we have already invested Rs 200 crore in Ecospace. The project will be completely ready by April 2010.&#8221;</p>

<p>After a lull last year, demand for commercial property is steadily rising. Realtors and developers feel market conditions should return to normal, although no one knows how long it will take.</p>

<p>“It is definitely en route to revival. There may not be many transactions, but enquiry levels have increased around 30 per cent compared with January. It is a good sign. There is more demand for commercial spaces in the non-IT sphere,” said Abhijit Das, joint managing director of Lemongrass Advisors.</p>
<p>Jitendra Khaitan, CEO, Pioneer Property Management, said, “Demand for commercial property is rising. There are large transactions. Prices for commercial property in central Kolkata have already appreciated,” he said, adding that there used to be 10-20 transactions per month six months ago. However, there are about 100 transactions a month now.</p>
<p>Most of the prominent real estate developers said demand for commercial property was rising and the future looked better than what it was six months ago. Santosh Rungta, president, Confederation of Real Estate Developers&#8217; Associations of India (CREDAI), said, “We expect the commercial real estate sector to revive in six to eight months. IT companies are reviving and demand for office spaces will gradually pick up. The overall industry has started recovering from the economic slowdown and is preparing to resume operations on a larger scale. Therefore, it seems likely that demand for office spaces will rise according to requirements.”</p>

<p>Sushil Mohta, MD, Merlin Group, said, “While the residential real estate sector has picked up, we expect demand for commercial real estate to grow shortly. With the revival of industries and the telecom sector witnessing rapid growth, our hopes on commercial real estate have been resuscitated.” According to Mohta, even retail and hospitality sectors were recuperating fast.</p>
<p>Harshvardhan Neotia, MD, Ambuja Realty, who recently inaugurated Ecospace, a 10-acre business park in Rajarhat, said, “There are signs of revival and enquiries have started coming in. Manufacturing industry, the IT sector and even individuals are enquiring. However, it is not at its peak.”</p>
<p>BD Mundhra, CMD, Simplex Infrastructures, said there had been a 15 per cent rise in demand. “Projects that have been completed are on their way to consumption. Projects that were on hold have started progressing. Demand in the past six months must have increased 15 per cent,” he said.</p>
<p>Government cooperation, according to Pradeep Sureka, director, South City Projects, is inevitable to accelerate growth in the commercial sector. “The past few months have witnessed positive momentum in the demand of commercial real estate in Kolkata, especially Salt Lake, Sector V. Government support is required for speedy approvals and clearances from concerned departments to boost demand for commercial real estate,” he said.</p>
<p>The residential real estate sector has picked up well</p>
<p>However, a few in the industry have a contradictory view. Rajesh Somani, MD, Somani Realtors, said, “The supply of commercial property against demand is still very high. Now there are a host of options for commercial spaces &#8211; on EM Bypass, Sector V and Ruby Connector. New companies are not floating projects at the moment. However, if demand rises, there will be a complete revival in two years.”</p>
<p>According to Rahul Saraf, MD, Forum Projects, the demand for commercial spaces was never significantly affected. “Commercial property had been doing well last year, especially after issuing of new telecom licences. New companies needed space since they outsourced, it generated demand for new call centres,” he said.</p>
<p>Rahul Todi, MD, Bengal Shrachi, and Kumar Shankar Bagchi, MD, Bengal Peerless, however, were skeptical about the revival of the sector. However, they agreed that there had been an improvement. “Definitely there have been more enquiries than there were in January to June. However, not significantly more. Rentals have fallen by almost 15 per cent against last year. The only positive side is that there is some demand,” said Todi.</p>
<p>According to Bagchi, there were some prerequisites to the rise in demand for commercial property. “I do not think that commercial or even real estate properties are on their way to revival. One should appreciate that unless there is industrial growth and growth of agriculture and other sectors in Bengal, the demand for commercial space cannot look healthy. It will take at least another six months to improve,” he said.</p>

Developers have had different reactions on the issue. On one hand, they felt any change for the better was welcome and on the other, they pointed out some undesirable effects it could entail.</p>
<p>Santosh Rungta, president of the Confederation of Real Estate Developers’ Associations of India (Credai), said, “We welcome the ministry proposing a bill to address the consumers’ concerns, but the solution is not in creating another act. Consumers are not aware that they are being protected. Therefore, we believe imparting knowledge to consumers is critical to safeguard their interests. It will minimise chances of their falling prey to malpractices.”</p>
<p>He added that Credai was concerned about protecting buyers and had introduced a code of conduct that aimed at bringing transparency to transactions between buyers and developers. It also had provisions for consumer dispute mitigation. “Protection to consumers has already been ascertained by various acts and the proposed bill may result in the repetition of operational procedures for a developer, which may lead to a rise in input costs and make a project expensive. A methodical approach should be implemented benefiting the industry as a whole,” he said.</p>
<p>According to Pradeep Sureka, director of South City Projects (Kolkata), “Adding more regulation norms to an already over-regulated sector can retard the development of realty in the country. One must have a single window clearance mechanism to simplify procedures.” He added the realty sector was organised and developers followed strong ethical practices. Malpractices were negligible. “Moreover, there are several acts to protect consumers’ interests,” he said.</p>
<p>Sushil Mohta, managing director of Merlin Group, said it could be a duplication of rules such as the West Bengal Building (Regulation of Promotion of Construction and Transfer by Promoters) Act, 1993, commonly known as the Promoters Act, which was operational for more than 10 years and an addition could give rise to several malpractices. “Bringing in a regulation bill will only be duplication in operational procedures and will be another window of clearances taking more time to start the project, which will be extremely detrimental for the development of the sector. There is corruption at different levels already when it comes to getting sanctions, approvals and clearances. This may be another window for such malpractices,” he said, adding that the real estate sector had undergone a sea change over the years and had become a lot more organised. Unlike before, there was a lot of transparency and 60 per cent of the organised real estate sector comprised private players.</p>
<p>Harshvardhan Neotia, chairman and managing director of Ambuja Realty, said, “Any regulatory mechanism to improve quality and performance is welcome, but authorities should ensure it doesn’t end up being a needless bureaucracy. At the moment we have a particular set of terms and conditions that we stick to.”</p>
